Regions
Strategies to address volatile substance use (VSU) are currently being implemented in a number of regions across WA. Local stakeholders in the East Kimberley, East Pilbara and the Goldfields regions have developed strategic plans and have been working collaboratively to implement a range of actions and initiatives to reduce VSU in their communities. There are also other town-based strategies in place in some regions.
The Volatile Substance Use (VSU) Incident Reporting and Response system is currently active in all regions outside of the Perth metropolitan area. Contact the Central Coordinating Agency (CCA) for VSU responses in your region below to find out more.

Goldfields VSU Working Groups
The Goldfields Volatile Substance Use Working Group (GVSUWG), formed in 2010, is an interagency forum comprising representatives from Australian, state and local government and non‑government organisations. Its aim is to provide a strategic, coordinated response to reduce volatile substance use (VSU) in the Goldfields Region.
The GVSUWG is chaired by the Goldfields Community Alcohol and Drug Service (GCADS) and meets bimonthly.
The GVSUWG is implementing a number of initiatives as set out in the Goldfields Volatile Substance Use Strategic Plan including:
- a VSU incident reporting and response system
- distribution of information resources to retailers, industry & contractors and tourists
- a media strategy to encourage the responsible reporting of VSU issues
- supporting the engagement of those who use volatile substances into recreational/cultural activities, schooling and/or employment and training opportunities
- support for communities wishing to develop local VSU management plans
- education and training for stakeholders

VSU Working Groups in the Kimberley
The KCADS supports Kimberley towns and communities to establish local VSU Working Groups as needed, to reduce the incidence of VSU. This is achieved through the development and implementation of a VSU Management Plan comprising the following initiatives:
- promotion of the VSU incident reporting and response system
- distribution of information resources to retailers, industry & contractors and tourists
- supporting the engagement of those who use volatile substances into recreational/cultural activities, schooling and/or employment and training opportunities
- support for surrounding communities wishing to also develop local VSU management plans
- education and training for a broad range of stakeholders
- a media strategy (where relevant) to encourage the responsible reporting of VSU issues

VSU Working Groups in the Pilbara
In the Pilbara region of Western Australia, a range of actions to address VSU are being implemented in the East Pilbara region (Newman and Western Desert area) and the Town of Port Hedland.
The Newman Western Desert Volatile Substance Use Working Group (NWDVSUWG) is chaired by the Pilbara Community Alcohol and Drug Service (PCADS) and meets bimonthly.
The NWDVSUWG continues to implement a number of initiatives addressing VSU, including:
- a VSU incident reporting and response system
- distribution of information resources to retailers, industry & contractors and tourists
- a media strategy to encourage the responsible reporting of VSU issues
- supporting the engagement of those who use volatile substances into recreational/cultural activities, schooling and/or employment and training opportunities
- support for communities wishing to develop local VSU management plans
- provision of education and training for stakeholders
